Council-Wide Results
Despite losing a substantial portion of their vote, the Conservatives managed to add a trio of new councillors for a final tally of 26. That oddity is easily explained when you remember they should have had 30 councillors in 2017, but didn’t stand enough candidates. The fact they did so this time effectively blunted the worst of the losses. Although there was some shuffling in terms of location, the SNP and Lib Dems remained static on 21 and 14 seats, respectively.
Notably, Aberdeenshire was previously one of just three councils where all five Holyrood parties were present. That ended this year, though it wasn’t a surprise. Labour’s Alison Evison, who had headed up local government body COSLA for the previous five years, stood and was re-elected as an Independent. Meanwhile, Green councillor Martin Ford retired, and having been elected entirely on a strong personal vote, the party didn’t even attempt to defend the seat.
Administration
After the election, an agreement was reached to form a coalition administration between the Conservatives, Lib Dems, and 7 Independent councillors. Two Independents, Alison Evison and Paul Johnston, did not join the administration and will sit in opposition.

Bringing together vast stretches of farmland, a dizzying number of traditional fishing communities, and plenty of Aberdeen dormitory towns, Aberdeenshire is one of those ginormous Scottish councils that it would be funny trying to pass off as “local” government if it wasn’t so embarrassing. Despite the name this modern incarnation doesn’t simply cover the historic county of Aberdeenshire, but has absorbed Kincardineshire and a large chunk of Banffshire, including Banff itself. Under the old District and Region model, it consisted of three parts – Gordon, Banff & Buchan, and Kincardine & Deeside.
At parliamentary level the area was typically strongly Conservative, until in the 1974 elections the SNP won the areas now covered by Banff and Buchan. Though the Conservative reclaimed them in 1979, the SNP took a much tighter hold in 1987. By this point the Lib Dems had also taken Gordon, and would take the remainder of Aberdeenshire and Kincardine in 1997. In 2015 the SNP took all Aberdeenshire seats, then lost them all to the Conservatives in 2017, and narrowly regained Gordon in 2019. Holyrood initially mirrored Westminster, though the SNP took Gordon by 2007, the whole area in 2011, and lost Aberdeenshire West to the Conservatives in 2016.
Throughout the district era each of the three were heavily Independent, though Gordon took a brief Liberal spell in 1988, and the final Kincardine and Deeside election saw an Independent-Conservative tie. The newly formed Aberdeenshire started with an SNP-Lib Dem tie, with Independents not far behind, and then the Lib Dems took a clearer lead for the last two FPTP elections.

Robbie Withey (Huntly, Strathbogie and Howe of Alford) from 🔵Conservative to ⚪Independent; suspended as candidate during the election due to allegations of assault. Returned to the party following being cleared in November 2023. Subsequently left in opposition to nursery closures in May 2025.
George Hall (Peterhead South and Cruden) from 🔵Conservative to ⚪Independent; no public indication as to reason, but affiliation changed on council website by late May 2023.
Ann Ross (Banchory and Mid Deeside) from 🔵Conservative to ⚪Independent; left during the February 2024 budget setting meeting of the council, citing bullying and toxicity within the local party.
Laurie Carnie (Mearns) and Mark Findlater (Troup) from 🔵Conservative to Reform UK; both quit the Conservatives in early October 2024 to become Independents, but subsequently joined Reform UK later the same month.
John Cox (Banff and District) from ⚪Independent to Reform UK; joined in January 2025, citing support for Reform UK’s policies particularly on Brexit and immigration. Not however listed as Reform on the Council website as of May 2025, so may have reverted to ⚪Independent pretty promptly?
John Crawley (Ellon and District) from 🔵Conservative to Reform UK; direct defection in May 2025.
Dominic Lonchay (East Garioch) from 🔵Conservative to Reform UK; initially appeared as Independent on the council website before making a clearly public defection in May 2025.
